NMC FMGL 2021 Regulations for MBBS Abroad for Indian Students
If you are planning to study MBBS in Russia in 2026, understanding the National Medical Commission (NMC) Foreign Medical Graduate Licentiate (FMGL) Regulations 2021 is critical. These rules determine whether your foreign degree will be valid for practice in India.
The 5 Core Mandatory Requirements
To obtain permanent registration in India, every Indian student studying abroad must fulfill these conditions as per the NMC Gazette:
1. Course Duration (54-Month Rule)
The medical course must have a minimum duration of 54 months (4.5 years). This time is strictly dedicated to theoretical and practical medical education.
- Russia Status: Most Russian medical programs exceed this, typically offering 60 months of academic study.
2. 12-Month Clinical Internship Abroad
In addition to the 54 months of study, you must complete a 12-month mandatory internship in the same foreign medical institution where you earned your degree.
Warning: You cannot skip the internship in Russia and expect to do it only in India. You must complete “Internship + Degree” in Russia first.
3. English Medium of Instruction
The entire medical primary qualification must be taught and examined in English.
- Note: While you will learn the Russian language for hospital interactions, your official transcripts and exams must be in English to satisfy NMC norms.
4. Registration in the Country of Study
The graduate must be eligible to register and practice medicine in the country where the degree was awarded (Russia). Your degree must be at par with the license given to a local citizen of that country.
5. No Subject Exemptions/Transfers
The entire course, including training and internship, must be completed at the same foreign medical institution. NMC does not recognize “transfer” students or those who did part of their studies in India (online or offline).
The Pathway to Practice in India (Post-2021)
Once you complete your 6-year MBBS program in Russia (54+ months study + 12 months internship), the following steps apply:
- Qualify FMGE/NExT: You must pass the National Exit Test (NExT) or FMGE to prove your medical competency.
- CRMI in India: After passing the exam, you must undergo an additional 12-month Compulsory Rotating Medical Internship (CRMI) in an Indian hospital.
- Permanent Registration: Upon successful completion of the Indian internship, you are granted a license to practice medicine across India.
